The sky texture is F_SKY1. Use the sky texture on ceilings of sectors to allow the sky scrolling effect to be drawn in that part of the screen.

Different Sky Heights

If different sectors with sky ceiling need different heights simply create a new sector within the existing sky sector. Give this new sector a sky ceiling and leave the upper side texture blank. This will cause the upper sides of the inner sector to draw over any side texture that falls behind them.

Horizontal Scrolling Horizon

As with other Doom Clone style engines, it's possible to draw the flush with the floor infinitely horizontally and into the distance.

You can get this effect by creating an outermost sector with a normal height and a sky ceiling. This outermost sector must have regular wall (linedef) textures. An middle sector is created to separate the map from the outermost sector. This middle sector should have a sky ceiling, a floor flush with the map and outer texture, and NO upper wall (line segment) textures. This middle sector's upper walls will draw the sky over anything behind it causing a scrolling horizon.
