Effect( [EffectNum], [Subtype], [Duration], [Power] )

Plays a sound to the current player at max volume

Arguments

EffectNum - Effect number to initiate

Subtype - Subtype of Effect (see below)

Duration - Length of Effect

Power - Power of Effect (see below)
